I am unsure if it is circulated or uncirculated, although it appears not to have been circulated because there are not any scratches on it and it is very lustrous.
It is very unlikely to see a penny of this sort and material other than in 1943 when pennies were made of silver due to the copper need to make bullets.
The likeness of this was probably a minting mistake.
